An open letter to CHITS users on PhilHealth’s EMR advisory

As part of our commitment with you on the use of CHITS for your health care delivery system, we continue to inform you of the latest PhilHealth advisories for your guidance.

According to PhilHealth Advisory No. 2016-0040, the Updated Primary Care Module (UPCM) or the PhilHealth portal will no longer be operational by January 2017. It is important to note that the RHUs are required to engage an EMR provider that is validated by PhilHealth and DOH until the end of the year (December 2016). PhilHealth will no longer re-accredit PCB providers that cannot conform to the use of validated EMRs.

When we started CHITS in 2004, we have since committed to ensure that your facility is able to comply with PhilHealth requirements. Philhealth Circular No. 2016-013 states that CHITS is one of the EMRs jointly certified by DOH and PhilHealth. Moreover, CHITS is compliant with DOH programs and FHSIS. It can be used by health workers to comply with electronic reporting and it can generate DOH and PhilHealth reports. In fact, Philhealth recognizes CHITS for its use in patient enlistment and profiling. Thus, we encourage you to use CHITS in your RHUs.   

We would also like to clarify that the mReports can be used with or without cellphone load. The midwives can still use mobile phones for mReports in recording health care services in the barangays. To capture all the data, the midwives should regularly sync mReports to the RHU’s CHITS server.

To further assist you, we have listed responses to some frequently asked questions below:

  1.    Is CHITS (as part of rCHITS) recognized by PhilHealth?

Yes. According to PhilHealth Advisory No. 2016-0040, CHITS passed the validation testing for the enlisting, profiling and submitting of PCB-related data to PhilHealth.

  1.     Can CHITS generate PhilHealth reports?

Yes, CHITS can generate PhilHealth reports such as:

  1.     Can our health facility choose what electronic medical record (EMR) to use?

Yes, your health facility can choose what EMR to use.  According to Philhealth Advisory No. 2016-0140, “PCB providers shall choose only one (1) from among the validated EMR Systems for use within their respective facilities.”

  1. Is there one EMR that is considered the official PhilHealth EMR?

No. PhilHealth lists several certified EMRs in PhilHealth Circular No. 2016-013. CHITS is one of them.

  1.  We are already implementing CHITS in our health facility. Are there any other requirements that we need to secure to become PhilHealth-compliant?

Yes, according to Philhealth Advisory No. 2016-0140, RHUs shall be required to provide and ask patients to review and sign an Informed Consent Form (template available, to be provided by PHIC). Signed forms shall be safely kept and made available by the RHUs for legal and audit purposes. It is also important that your RHU secures a MOA and SLA with an EMR provider.

  1. What can UP Manila NTHC do to assist us?

According to Philhealth Advisory No. 2016-0140, EMR providers such as the UPM-NTHC shall be required to provide assistance to the RHUs in securely transmitting or submitting data or information should there be any failure in connectivity or the lack thereof.

  1.  Our RHU has limited Internet connectivity, what can we do to comply with the PBC1 Reports as a requirement?

PhilHealth Advisory released with No. 2016-0041 for the 1st and 2nd Quarter of 2015 Per Family Payment Reimbursement (PFPR) For Slow or No Internet Connectivity states that:
